Temporary Lodging Allowance for Active Duty Members
Incoming Service members serving at OCONUS tour are authorized up to 60 days of inbound Temporary Lodging Allowance (TLA).  If adequate Government housing is projected to available within 60 days after arrival, you must accept the On-Post housing offer or risk losing TLA entitlements. Service members who receive a Certificate of Non-Availability (CNA) or Bonafied bachelor of rank of E-7 or above are authorized to seek private sector housing.   If private sector housing will not be available after 30 days and you do not have any solid projections that will move you into permanent quarters prior to your 60th day of TLA, you will be required to obtain a temporary month to month, based lease while you continue house hunting.  This will initiate your Overseas Housing Allowances (OHA) entitlements.  If you feel your situation will justify exceeding 60 days of TLA, an Exception to Policy request (ETP) outlining extenuating circumstances (no fault to the service member) and strong justification must be submitted PRIOR TO THE 45TH DAY in writing, through your Commander/Commandant, to the Chief, USAG Stuttgart Housing Division.  TLA beyond 60 days is rare without proper justification. 
Personal convenience is never a justification to extend TLA beyond regulatory guidance.

As per JTR 9150 C1(c)(e), those service members who are given the authorization to seek private sector housing by way of Certificate of Non-Availability or Bonafied bachelor of rank of E-7 or above.  It is the responsibility of the service member to provide supporting documentation, of actively and aggressively seeking permanent private sector housing in order to avoid loss of TLA entitlements.   A review will be completed every 10 days when processing TLA.  Failure to provide supporting documentation of aggressively seeking private rental housing would forfeiture of TLA entitlements.
