ASAP Services


Substance Abuse Prevention Education

1. The Prevention Coordinator (PC) is the community resource for substance abuse prevention education. In addition to awareness campaigns and newcomers' briefings, the PC provides the following training:

  • Alcohol and Drug Abuse Prevention Training (ADAPT): A 12-hour prevention education class called Prime for Life.
  • Unit Prevention Leader (UPL) Training: A 40-hour class which certifies NCOs and above to conduct unit urinalysis and conduct prevention education on alcohol and drug abuse.
  • Professional Development Classes: Guidance for military leaders on how to identify and address substance abuse in their units.
  • Civilian Supervisor Training: Guidance for civilian supervisors on identification and management of substance abuse issues in the workplace.
  • Other presentations can be designed by the PC to accommodate your organizational needs and mission requirements.

Treatment and Rehabilitation

2. ASAP treatment and rehabilitation services are provided by licensed and certified substance abuse professionals. Services offered include Screening & Assessment, Referral, and Individual/Group/Family Counseling.

Eligibility: Services are provided for all I.D. cardholders eligible to receive military medical services to include family members and retirees.

Types of Referrals:

  • Self: Individuals who feel they may have substance abuse problems may refer themselves to the ASAP at any time prior to an alcohol-related incident.
  • Command: Commanders will refer individuals to the ASAP for screening/referral for suspected substance abuse.
  • Medical: Medical Treatment Facility refers individuals to the ASAP due to medical concerns of substance abuse or alcohol involvement to include family advocacy cases.
  • Drug testing: Any service member who receives a positive urinalysis must be referred to the ASAP.
  • Apprehension/Investigation: Any service member identified on a Military Police blotter report for an alcohol or drug-related incident must be referred to the ASAP by the commander within 72 hours.
  • Individuals experiencing problems related to substance use may be enrolled in the ASAP program. This program consists of either Inpatient or Outpatient treatment.

Drug Testing Program

3. The Installation Drug Testing Coordinator administers the USAG-Stuttgart Drug Testing Program. This deterrent program helps commanders assess the security, military and civilian fitness, and discipline of units through the use of urinalysis testing.

To support the commanders, the DTC provides information on smart testing, testing quota management, current drug trends, and conducts Unit Prevention Leader certification training.

USAREUR has directed USAREUR commanders to test a minimum of 4-5% per week of assigned unit strength per fiscal year.

The DTC also conducts and supports the Drug-Free Federal Workplace testing program.

Employee Assistant Program

4. The ASAP EAP is a job-based program designed to help employees, and their family members whenever feasible, with problems that may affect their well-being and their ability to do their jobs. Supervisors are encouraged to refer civilian employees with performance, behavior, or attendance problems to the EAP for evaluation. The EAP provides assessments, referrals appropriate to the identified problem, and crisis intervention counseling. Additionally, the EAP counselor assists with consultations to management, supervisor training, and prevention education services.

Adolescent Substance Abuse Counseling Service

5. ASACS is an Army-sponsored contract program providing substance abuse treatment and prevention services for adolescents and their families. ASACS services also include identification and referral, and prevention education. ASACS counselors are located on Patch Barracks in Bldg 2312 (next to Patch High School) and can be reached at DSN 430-8237/7041 or civilian 0711-680-8657/7041.

Alcoholics Anonymous

6. AA is a self-help support group highly recommended by the ASAP. AA is a group of men and women who share their experiences with each other to help solve common problems and support each other during recovery from alcoholism. English-speaking groups are located near you. Call us for the location of the nearest AA meeting.
